Staff told council that between 2020 and 2025 the city processed 49 applications of this type and that moving authority to a director decision would streamline processing. The change would eliminate the on‑site property posting requirement, reduce the radius notice from 200 to 100 feet (consistent with other type‑1 procedures), shorten the application timeline by roughly two weeks, and cut the application fee by about $300 from the current $770.
The Planning Commission considered the proposal and unanimously recommended approval. Staff said the substantive approval criteria do not change: staff would still evaluate the same four criteria required to authorize a vacation; the process would be faster and less costly for applicants but retain required findings and opportunities for appeal (director decisions would still be appealable to the Planning Commission and then to the Land Use Board of Appeals where applicable).
Council approved the ordinance on first and second readings during the same meeting.
