Polk County commissioners refer appeal of CU2507 dog‑kennel permit to hearings officer

Hannah Brickner, senior planner in the county’s Community Development Department, told the board the application was received May 28, 2025, and that the planning director approved the permit on Jan. 23, 2026 subject to 13 conditions. Brickner said the application would authorize shelter and adoption services for no more than nine dogs and that the property owner/applicant filed a timely appeal objecting to three of the conditions.
Brickner said a county zoning provision cited in the staff report requires the board to determine which hearing body will consider the appeal and recommended the hearings officer because of the application’s technical nature. “My name is Hannah Brickner, senior planner for the Community Development Department,” she said, and she summarized the application’s scope and the procedural history.
An unidentified board member moved to adopt staff’s recommendation to schedule the public hearing before the Polk County hearings officer; another unidentified board member seconded the motion. The board approved the referral by voice vote; the transcript records two “Aye” responses and the presiding speaker stating, “Motion passes.”
Earlier in the meeting the board approved the day’s agenda and the minutes from the Jan. 27 meeting by voice vote. The board closed routine business, received no public comment on items not on the agenda and adjourned.
What happens next: staff will schedule a public hearing before the Polk County hearings officer on the appeal of CU2507; the hearings officer’s notice will include time, place and an opportunity for public testimony. The board did not take final action on the permit itself at this meeting.
