ACG consultant warns of concentration risk from tech leaders; urges diversification and participant education

George Tarlos of ACG, standing in for Jason Quilvos, presented a broad market and fiduciary outlook to the Oklahoma City Deferred Compensation Board on Nov. 19, emphasizing concentration risk and the importance of diversified portfolios.
Tarlos highlighted that a small group of large technology companies has driven much of the market’s recent gains; he referred to those leaders as the “Magnificent 7,” naming Apple, Amazon, Alphabet and Tesla in his remarks, and warned trustees to expect occasional corrections. He noted that foreign markets have outperformed domestic markets this year in part because the U.S. dollar weakened versus major currencies, and he singled out NVIDIA as an example of extreme single‑company market capitalization, saying, “NVIDIA is the largest single company on the planet.”
On small‑cap equities, Tarlos described structural changes—large private‑equity positions and a higher share of unprofitable companies—that have altered expected returns for active managers. He urged trustees to focus on a well‑constructed lineup for participants and to use targeted communications and education to reduce “paralysis by analysis” among plan members.
After discussion, the board voted to receive the consultant’s performance report; the chair reported the vote as unanimous. Tarlos and trustees agreed to continue monitoring asset allocation, rebalancing and communications strategies as part of fiduciary oversight.
