Citizens Advisory Board OKs $646,178 change order for Louisa McCune Animal Welfare Center

The MAPS 4 Citizens Advisory Board on Feb. 5 approved Change Order No. 3 with Crossland Construction for the Oklahoma City Louisa McCune Animal Welfare Center, increasing the contract by $646,178 to cover unplanned items and upgrades.
Todd Edmonds of HSE Architects told the board the project is being built in two phases and is making “very good progress,” showing drone and interior photos of the new main building, adoption lobby, kennels and circulation. Edmonds listed the principal additions captured in Change Order No. 3: an upsize of the automatic transfer switch from 1,200 to 1,600 amps to serve an emergency generator; structural steel and truss modifications discovered during shop drawing coordination; relocation and reconfiguration where an unforeseen fiber-optic line crossed a detention pond; an incinerator funded outside MAPS; required fire-rated glazing for an occupied under-stair cat housing area; and a proposed upgrade to standing-seam metal roofing on the main building.
Edmonds said the project team retained composition shingles on the kennel roofs and proposed the metal roof only for the main building as a value-added, longer-lasting material. He reported prior change orders added 76 days overall (71 days for change order 1, five for change order 2, and two for change order 3), moving the original substantial completion date of Jan. 25, 2027, to a new target of April 18, 2027. Edmonds also described near-term milestones, including a tentative topping-out scheduled for March 3 and a target for the building to be dried-in around March 20.
Board members asked about the metal roof and contingency funding. Edmonds confirmed the metal roof had been value-engineered out during design to keep the project within budget and that roughly $1.4 million in contingency remained to address upgrades and unforeseen items. Following questions, the board moved and approved the change order.
The board’s vote was recorded on the floor; the chair called the motion and announced it passed. There was no roll-call tally of individual members recorded in the transcript.
The project team and Crossland Construction will return to the board with further schedule and completion updates as milestones are reached.
