New Canaan Library seeks $1 million town pledge to unlock state construction matching grant

Ellen Cravato, CEO of the New Canaan Library, asked the Board of Finance to include a $1,000,000 town commitment in the five-year capital plan to support redevelopment of the library’s preserved legacy building.
"We can ask today for a town grant of about $1,000,000, which would be 50% of the cost of that going forward," Cravato said, describing a preliminary design and an estimated build-out cost of approximately $2,000,000. She said a municipal pledge would strengthen the library’s application for Connecticut State Public Library construction grants, which could provide up to $1,000,000 in matching funds, and that a letter-of-intent to the state is expected by June 1.
Cravato reviewed the library’s programming growth, attendance trends and fundraising successes, noting wide community use of meeting rooms, expanded children’s programming and the MakerLab. She described how the preserved legacy building could provide flexible, ADA-compliant meeting and rental space that would improve service hours and potentially generate rental income to offset operating costs once renovated.
Board members asked whether the town should place the full $1,000,000 in the capital plan now or stage the commitment across two fiscal years; members discussed bonding timing, state grant and bonding-commission schedules, and the need for a vote or pledge that demonstrates municipal support to the state. Cravato said certain preconstruction expenses—engineering and site studies—are eligible prior to a final grant award, but full construction spending should wait until grant approval and bonding confirmation.
Members also raised operating-cost questions. Cravato said the library anticipates modest additional utilities and limited incremental programming cost but expects rental income and donations to offset much of the added expense; members suggested creating an enterprise fund to track revenue and expenses for the renovated legacy building.
No formal town commitment or vote was taken at the meeting; board members expressed general support for including a $1,000,000 entry in the capital plan or staging the pledge across fiscal years to demonstrate municipal backing for the state grant application.
