Hancock County commissioners approve contracts, personnel changes and set tax schedule

Hancock County commissioners on Feb. 3 approved a slate of routine reports, contracts and personnel actions during a meeting held in person and via Zoom.
The board voted unanimously to accept the agenda and to approve minutes from a Jan. 21 special meeting. Commissioners approved a 2026 regional ACO agreement, accepted the Unorganized Territory monthly report and multiple department monthly reports including maintenance, EMA and SCC.
On solid-waste services, staff said the town of Stuben requested repeal of the existing memorandum of agreement and a new contract because the town’s trash vendor contract follows a calendar year and includes a substantial price increase. Commissioners moved to repeal the existing memorandum and to approve a new memorandum for trash removal services commencing 02/03/2026 and ending 06/30/2028; both motions passed by recorded voice votes.
At the airport, staff requested approval of change proposal No. 3 with Nicholson and O’Day to align certified payroll and wages with Executive Order 14236 so the contractor’s certified payroll and payments could be processed; the commission approved the change and authorized the chair to sign.
Jail personnel actions included acceptance of the resignation of Travis Truff effective 02/03/2026 and approval to promote Tristan Neffle from part-time on-call corrections to full-time corrections with benefits, effective 02/07/2026; commissioners recorded the approvals and staff said the change brings the jail to full staffing.
The board set the county tax due date to Sept. 1, 2026, with a 4% interest rate applying to delinquent taxes not received after Oct. 31, 2026. Commissioners accepted an Unorganized Territory financial statement from "Chester Community p CPA" for the year ending 06/30/2024.
The treasurer was authorized to change the county’s corporate/private vendor card services from Comdata to Tri Cities Bank after discussion of local vendor acceptance and potential rebates.
Human resources opened bids for a compensation-review project; bids recorded in the transcript (verbatim) included a KMA range of $32,375 to $37,006.25 (hours noted as 485 to 215 in the transcript), Pioneer Human Resource Department $123,000, Gallagher Benefits (phased bid recorded as "23005 0 5" in the transcript), and MGT $58,009.50.
