Public works staff described typical bridge replacement approaches — including prefabricated spans and culvert replacements — and said many county bridges can be repaired or replaced with prefab solutions that still require meaningful funding (examples cited for smaller spans were in the low‑to‑mid six‑figures to ~$1 million range for some structures).
Commissioners and staff agreed it would be helpful to set an explicit reserve target and a timeline so road and bridge accumulation could be prioritized alongside buildings and other capital needs. Staff suggested treating accumulation for roads/bridges as a capital project in the CIP so it would compete transparently with other priorities rather than be drawn down ad hoc.
Next step: staff will prepare a recommendation on reserve target and timing for roads and bridges to be included in the revised CIP and FY27 budget work.
