City counsel clarified that the city charter entitles council members to a stipend and that removing the waiver provision would mean a member could not waive the stipend in exchange for reimbursement. After discussion, council members indicated support for the redline as drafted and directed staff to place the document on the consent agenda for formal approval at a future meeting.
