Aurora staff says five federal earmarks cleared and $15.6M WRDA request submitted; BUILD grant due Feb. 24

Aurora City staff reported to the Pfizer advisory committee on Feb. 5 that several federal funding opportunities have advanced to the point of authorization or submission. Staff said five projects included in the Transportation, Housing and Urban Development (THUD) appropriations bill were signed into law and are now positioned to receive earmarked funding.
Staff listed the projects and amounts: $850,000 for an Aurora Fire Rescue ladder truck; $250,000 for fire flashover simulation equipment; $850,000 for Havana Street Corridor multimodal improvements; $500,000 for the Box Elder Creek roadway improvement project; and $250,000 for Montview Boulevard complete‑streets work. “So congratulations. Very, very exciting through a hard fought process,” staff said during the committee update.
Separately, staff said the city submitted a Water Resources Development Act request for a Westerly Creek at Akron Street storm‑sewer and outfall project at $15,600,000 to Colorado’s congressional delegation and is awaiting sponsor action to move the project through the authorization process. City staff described WRDA as an authorization step that, if supported by the delegation, enables the city to seek appropriations for the work.
Staff also said the city is preparing a Department of Transportation BUILD grant application focused on surface transportation needs, with a submission deadline of Feb. 24. For Aurora, that BUILD application will be targeted to Mount View Boulevard improvements, intersection upgrades and added bike and pedestrian facilities, staff said.
Why it matters: the earmarks represent near‑term capital dollars for fire apparatus and multiple transportation projects; the WRDA submission seeks larger, multi‑million stormwater funding that would reduce flood risk; and the BUILD application is a competitive opportunity to secure additional federal support for a corridor project the city has prioritized.
Next steps: staff will follow up with the committee on congressional support for the WRDA submission and return with updates on the BUILD application after the Feb. 24 deadline.
