Council approves Rivergreen Village condition changes; city outlines street-light funding plan

CANTON — The Canton City Council voted Feb. 5 to amend previously approved conditions at Rivergreen Village, allowing two commercial buildings totaling 8,900 square feet in place of 24 condominium units, removing a planned drive-through for Building F and limiting sidewalk and gate requirements along private streets.
Community development staff (Mister Green) said the request also proposed installing sidewalks along one side of certain private streets where townhomes are under construction and the elimination of required gates. Staff recommended approval, and the council approved the amendments by motion and unanimous vote.
Separately during the meeting, Mister Pepper provided an update on Rivergreen street lights: council had met with the homeowners association and offered a financing plan splitting project cost with 25% covered by the city, 25% by add-on fees for future lots, and the remaining 50% paid by existing Rivergreen property owners. The city proposed allowing the HOA to collect the property share over three to four years or implement an additional utility-bill fee to spread the cost. Pepper said the city has already purchased the lights and entered into a contract with Georgia Power for procurement and removal of existing poles; lead time for poles is approximately four months.
Outcome: Council approved the Rivergreen condition amendments and staff outlined a phased funding/collection plan for street-light installation pending final HOA agreement and Georgia Power scheduling.
