City reports strong cash position; council approves $710,651.39 design contract for Reinhardt College Parkway intersection

CANTON — At its Feb. 5 meeting the Canton City Council received a monthly financial report showing total cash and investments of $62.9 million through Nov. 30, 2025, and approved a design task order for a Highway 140 intersection project.

Finance Director Mister Luckett reported that total cash and investments stood at $62,900,000, roughly $18.5 million higher than the prior report. He attributed the increase partly to property-tax collections early in the fiscal year and to bond financing proceeds related to the city's new fire station. Luckett also reviewed the general fund (year-to-date collections of $11.8 million, about 45% of budget early in the fiscal year) and water/sewer and SPLOST 8 fund activity, including $1.2 million collected in SPLOST taxes year-to-date and about $548,000 in SPLOST expenditures.

Later in the agenda, staff (Miss Watson) requested approval of Task Order 9 to Michael Baker International for final plans, utility coordination, environmental work and right-of-way acquisition for the SR 140 at Reinhardt College Parkway intersection improvement. The council moved, seconded and approved the contract award in an amount not to exceed $710,651.39; staff confirmed the city is responsible for 20% of project costs (to be covered by impact fees and SPLOST) while ARC covers the remaining share on ARC-funded elements.

The combined financial update and the approved task order indicate progress on capital planning: bond proceeds are reflected in capital projects funds and council approved the consultant task order to advance final design and right-of-way work.

Staff said they will return with additional resolutions and funding documents as needed to submit ARC TIP solicitations and to formalize local match commitments.
