Bluff staff reports $1 million Community Project Fund request; EPA grant account terminated and appeal pending

Town staff updated the Bluff Town Council on several grant matters and an EPA account termination.
Malia, a town staff member, told the council the town's EPA grant account had "disappeared" and the town sent a termination letter; staff filed an appeal and the EPA acknowledged receipt. The presiding member summarized that the agency indicated a decision on the appeal will be issued within a minimum of 180 days unless a longer period is necessary.
Malia also said she submitted an application for the Community Project Fund through Representative Mike Kennedy seeking $1,000,000 to support local projects (she described emphasis on fire suppression, HVAC and other front-end needs). She said there was no timeline yet for when the town would hear back.
Staff previewed a contract for the Utah Office of Energy Development for $166,650 that will be on the next council agenda for consideration.
On ARPA, the presiding member reported the final ARPA report due April 30 was filed and the grant closed; records are stored for potential audit.
The council offered thanks to staff for quick turnaround on grant work and did not take formal action on the EPA appeal or the Community Project Fund application during this meeting; staff was asked to continue follow-up and provide updates when responses arrive.
