Polk County supervisors approve wide consent agenda including property disposals, easements, bids and grants

The Polk County Board of Supervisors approved a broad consent agenda on April 8, 2025, covering property disposals, an electrical easement, professional services agreements, construction bids and multiple grant awards.
Key approved items included quitclaim deeds for vacant parcels (resolutions approving transfers to David A. Hoffman, RM Madden Construction Inc. and Anthony Wharton), a permanent electrical easement to MidAmerican Energy Company for land along the 4 Mile Creek Greenway, and permits and license renewals including a Class C retail alcohol license for DL Sports Bar and Grill (4275 NW 2nd Street).
Procurement and contract approvals included an accepted bid of $567,224.80 from Inroads LLC for HMA reservicing on Southeast 6th Avenue and authorization to transfer $113,444.96 from the secondary roads budget to the farm‑to‑market fund. The board also accepted a $50,002 bid from TK Concrete for local PCC patches and approved a $461,276.75 contract with Quality Striping for the 2025‑26 local pavement marking program. Several professional services agreements were approved (WHKS, Terracon, Elliot Anderson, PolicyWorks, SME) and emergency rental assistance and community development grants were authorized for Urban Dreams, Golf Charitable Foundation of Greater Des Moines and Capital City Pride Des Moines.
The board also approved three contracts to address lead hazard repairs at specified addresses with Fab Rehab, Richmond Construction, and Vex Steve Limited and authorized funding and administrative actions linked to the mental health and developmental disability services fund. Most grouped items were moved collectively, with roll call votes recorded. One agenda item (32) was deferred on motion.
Where roll calls were recorded, the clerk read member names; votes carried for the grouped consent items except where an individual supervisor recorded a dissent on a separate personnel‑related resolution (see separate article on the position review policy).
