Board approves dozens of routine resolutions; bond underwriting, Marshals IGA, stream restoration and grant awards included

The Polk County Board of Supervisors approved a wide set of resolutions and routine items at its June meeting, including authorization for bond underwriting, a renegotiated intergovernmental agreement to house federal inmates, contracts for stream restoration and a series of grant and community awards.
The board authorized staff to proceed with underwriting note purchase agreements for general obligation capital loan notes series 2025A and 2025B. County materials listed amounts "169,650,000 subject to change" for the AMT series and "68,000,000" for the governmental series; Tim Oswald of Piper Sandler asked the board to authorize pricing flexibility and recommended authorization of up to 4.92% for the AMT series and 4.69% for the governmental series. Supervisors agreed to provide signatures to hold in escrow for pricing the bonds the next day.
On detention services, county staff told the board Polk County’s agreement with the U.S. Marshals Service has been renegotiated to raise the per‑diem rate from $105 to $160 per inmate per day; staff estimated that at current volumes the increase would generate roughly $4,000,000 annually for the county general fund. The board approved the amended intergovernmental agreement.
Other approvals included contracts to RW Excavating Solutions for the 4 Mile Creek tributary and Little 4 Mile Creek stream restoration projects, a professional services agreement with HDR Engineering for wetland design, an amendment to a MOSAIC agreement to cover unbudgeted 24‑hour care costs, community development and community betterment grant awards, and hotel/motel tax collections to the World Food Prize Foundation. Many resolutions were adopted by roll call in single omnibus votes or grouped motions.
A public hearing on the FY24–25 budget amendment and several stream restoration hearings were held with proof of publication on file; there were no speakers for those hearings and the board closed the hearings and moved forward with the listed resolutions.

Next steps: bond pricing was scheduled for the following morning, staff will execute contract amendments and forward governance close‑out items related to the regional transition to the Board of Supervisors.
