"It cannot. . . be supplanting something that's budgeted," staff said when explaining the appropriation process.
Trustees discussed operational details, the plan to purchase with public‑works support and how the village will document the appropriation and fund transfers. The recommending roll‑call vote to approve the purchase passed; staff said appropriation documentation will be prepared and the purchase will be reflected in budget records.
