Planning commission recommends Pine Ridge Condominiums plat to city council, staff requests sidewalk

The Waupaca City Planning Commission on Feb. 4 recommended that the city council consider a condominium plat for Pine Ridge Condominiums, a three‑unit development proposed by Russ Young Properties LLC at the corner of Charles Wright Drive and Duck Lake Drive.

Planning staff described the project as two units in a duplex plus a single‑family unit and said the site complies with zoning and has municipal water and sewer access. Staff requested that the developer install a sidewalk along the north side of the parcel to ensure pedestrian connectivity to future development on Duck Lake Drive.

A staff representative said submitted building and zoning permits must still be reviewed and approved by the city’s inspector before construction can proceed, and indicated that, if permits are approved, the developer hopes to break ground in March pending city council approval.

Resident Barb asked whether the sidewalk must be built immediately, saying there was "no place to go" now. Staff responded that the platting code allows timing flexibility—typically the sidewalk requirement is triggered after a construction threshold (staff cited 70% of construction) so the installation could be deferred until a later phase while still appearing on the plat.

Eric Olsen moved and Justin Barrons seconded a motion recommending the condominium plat to the city council. The commission approved the recommendation by voice vote; the matter will appear on the council agenda in mid‑February for final action.
