Rules committee approves appointments, neighborhood funding reallocations and actuarial exhibit; several items deferred

The Jacksonville City Council Rules Committee on Feb. 2 approved a series of appointments and budget-related amendments while deferring other appointees who were not present.
Appointments: The committee approved bill 20260041 appointing Dina Bate Wallace (introduced herself as an appointee of Chief Judge Lance Stay and described a background in investigations and Title IX consulting). The clerk recorded the vote as "6 yeas, 0 nays." The committee also heard presentations from nominees for the 5 Points Dependent Special District Board of Supervisors: Ashley Kendrick (owner, Malachi's Ice Cream Bar); Andre Green (Corner Lot Development); Sheryl Croft (owner, Edge City); and Dory Thompson (owner, Saluna Yoga and Spa). Alonzo Walton was not present and was asked to appear at the council meeting next Tuesday.
Neighborhood funding amendments and CIP reallocation: Krista Caraher explained a Neighborhoods Amendment that revises funding sources (JIA CRA investment pool earnings), removes $200,000 for United Way and $1,030,034 for the budget stabilization reserve, and instead appropriates $1,230,034 for the Starrett Road / Yellow Bluff Road intersection improvement CIP project. The amendment passed on a voice vote, and the committee recorded a 6–0 vote to approve the bill as amended.
Spending control amendment: The committee adopted another neighborhoods amendment adding a provision that any expenditure in excess of $100,000 from the fund requires prior council approval; that amendment and the amended bill were approved unanimously.
Pension actuarial exhibit: The committee attached an actuarial report as a new exhibit to a police-and-fire pension bill; Krista Caraher said the report shows no expected impact to the pension fund. The amendment passed and the bill was recorded as approved 6–0.
Deferrals and second reads: Multiple appointees who were required to appear but were not present were deferred; several items were noted as on second read and will return through regular order. The chair thanked neighborhoods participants and adjourned the meeting.
