HINSDALE — The Hinsdale Village Board on Feb. 3 approved a slate of routine items on the consent agenda, including roadwork, pest control, changes to local animal licensing and several permits.
Contracts and payments
The board awarded the 2026 resurfacing program to M and J Asphalt Paving Company for up to $1,417,000. Trustee Burns said the budget for resurfacing is $1.5 million, leaving the program about $83,000 under budget. The board also approved accounts payable totaling $721,721.52 for the period Jan. 21–Feb. 3.
Public‑health services
The board approved a three‑year, no‑bid contract with Clark Environmental Mosquito Management for annual mosquito abatement not to exceed $58,300. The services cover treatment of catch basins and larval monitoring at 24 sites around the village and include a resident hotline for reporting concerns; increases in subsequent years will be the lower of 3% or CPI.
Animal policy changes
In separate second‑reading ordinances the board adopted amendments regulating dogs in public places and eliminated the village’s animal license program. The dogs‑in‑public‑places ordinance permits an off‑leash area north of the creek at KLM Park, requires owners to carry a leash and permits at the park, and caps nonresident permits at $50 (fees waived for Hinsdale residents). The board approved removing local dog and cat licenses, a measure staff said reduces administrative burden because DuPage and Cook counties issue rabies tags and microchips are commonly used for identification. Trustees noted the village historically collected roughly $4,000 annually from license fees.
Business and development
The board approved issuance of a class A‑1 liquor license for SAR Oil LLC (Shell Food Mart) at 210 E. Ogden Ave., subject to a final certificate of occupancy and closing paperwork. Trustees also approved a design review and sign permit for a new internally illuminated multi‑tenant ground sign at 710 N. York Rd.; plan‑commission conditions (texture paint and a dimmer) were incorporated.
