San Angelo council approves consent items, extends flood permit fee waivers and adopts investment policy

At its Feb. 3 meeting the San Angelo City Council approved a package of consent items after pulling a subset of items for discussion, then considered and approved several pulled items individually.
Council first moved to approve the consent agenda with items A, H, J, K and L removed from the consent listing; that motion passed 6–0. The council then addressed the pulled items as follows:
- Item H: Council approved a Concho Valley Qualified Traffic Services request to raise funeral‑service trip fees (the staff explanation described an insurance‑driven increase and noted the prior fee of $5.50 had been in place for two years). The motion passed 6–0.
- Item J: Council approved a resolution extending Resolution 2025‑075 to waive certain building permit fees for structures damaged in the July 4 flood for an additional 180 days, allowing volunteer groups and contractors extra time to pull permits without fees; staff noted safeguards (mapping and site visits) to limit misuse. The motion passed 6–0.
- Item K: Council approved release of a 15‑by‑400‑foot sanitary sewer easement on the McGill Elementary School campus subject to rerouting, inspection and acceptance of the new sewer main and recording of release documents. The motion passed 6–0.
- Item L: Council approved updated investment policies for the City of San Angelo and related trust funds. Staff (Tina Dierske) said policies comply with the Public Funds Investment Act and are reviewed annually with oversight committee and an investment adviser; the motion passed 6–0.
Council also approved several board and commission nominations in a single motion later in the meeting; that motion carried 6–0. Where recorded, motions were introduced and seconded and the measure passed unanimously.
