Summary
Sanitary engineer Gary Newbrow reported five years of planning for Blueprint Phase 2 and said the Ohio EPA water supply loan will fund the project with 50% principal forgiveness; a public hearing is scheduled for March 11 at Southington Local School.
Sanitary Engineer Gary Newbrow told commissioners the Blueprint Phase 2 water regionalization project has been in planning for five years and that the board is being asked to adopt resolutions declaring necessity so the county can advance the design and financing phase. Newbrow said funding would come from the Ohio EPA water-supply revolving loan account and that the project received 50% principal forgiveness in the financing plan.
Newbrow said the project materials will be provided to commissioners in the following one to two weeks and confirmed a public hearing is set for March 11 at Southington Local School. He described the item as the natural follow-up to the Blueprint Phase 1 work completed around 2021 and said staff would circulate additional documentation ahead of the hearing.
The board scheduled the public hearing and asked staff to supply more detailed paperwork about the project scope and financing before the hearing.
