Assembly updates solid‑waste code, prepares for new contract and plan presentation

The Kodiak Island Borough Assembly unanimously adopted ordinance FY2026‑18 on Feb. 5 to modernize the borough's solid‑waste collection and disposal code (Title 8, chapter 8.25). Manager Williams said staff and the solid‑waste contract committee, working with the borough attorney, removed most contract‑specific language from the code so a future contract will address operational details while the borough retains regulatory authority.

Williams said the existing code will sunset with the current solid‑waste contract on June 30, 2027, creating a clean transition point for a new code and contract alignment. The assembly was told a 600‑plus page regional solid‑waste management plan update was distributed to members and that staff will present the plan highlights and recommendations at the Feb. 12 work session rather than go through the full document.

Commissioners praised staff work. "Patricia's done a fantastic job here," one member said, and several commissioners thanked the solid‑waste committee for producing a clearer, enforcement‑focused code.

The ordinance passed by roll call vote with unanimous support. Staff said removing contract language should minimize future confusion and improve accountability between the borough's regulatory role and contractor operations; next steps include finalizing the request for proposals for the new contract and reviewing plan recommendations at the upcoming work session.
