Trumbull County holds public hearing on updated erosion and sediment control rules

WARREN, Ohio — Trumbull County officials held a public hearing Wednesday to consider proposed revisions to the county's erosion and sediment control rules in the Trumbull County drainage manual designed to align the manual with recent Ohio EPA guidance and federal Clean Water Act requirements.
"Basically, the manual is being updated to comply with the Ohio EPA's change in the water quality volume," said Gary Tenary, chief deputy engineer with the Trumbull County Engineer's Office, summarizing the changes during the hearing.
Tenary told commissioners the draft, prepared by the county engineer and dated Nov. 26, 2025, updates several technical exhibits and rainfall data, and adds administrative tools intended to streamline plan review. "We added an appendix that makes it easier for the engineers and the developer," he said, naming an application form, a plan-review checklist and a template long-term operation and maintenance plan that developers can sign. The revision package also includes a required form for as-built drawings and clarifies review responsibilities between the county engineer and the Trumbull County Soil and Water Conservation District for stormwater pollution prevention plans.
Marcus Hollenbank of the Trumbull County Soil and Water Conservation District said the district updated its erosion and sediment controls "to meet the minimum requirements of the EPA that we've been requiring for the past 5 years now." No other members of the public signed up to testify.
The board's staff noted the Board of County Commissioners had adopted a resolution Jan. 7, 2026, authorizing the clerk to advertise two public hearings: Jan. 28 and Feb. 4, both at 1 p.m. Legal notices were published in the Tribune Chronicle on Jan. 9 and Jan. 14, 2026, the record shows.
After the presentation and the brief statement from Soil and Water, a motion to "take the statements under advisement" was made and passed on a recorded vote of 3–0. The board then approved a motion to adjourn by the same margin.
The revisions discussed at the hearing remain a proposal; commissioners took no final adoption vote at Wednesday's session. The draft manual on file is dated Nov. 26, 2025; further procedural steps, comment periods or adoption timelines were not specified during the hearing.
