The Fairfax City Planning Commission unanimously voted on June 23 to initiate a package of text amendments to Chapter 110 of the City Code, opening a process that will bring detailed changes to the zoning ordinance before a July public hearing.
Planning staff explained that the amendments arise from the regular review of the zoning ordinance and will address items raised in prior work sessions and changes to state law. The package described in the staff report includes revisions related to accessory dwelling unit occupancy rules (age and disability considerations), reductions in special‑use permit requirements for certain indoor recreation, medical care and animal care facilities, general language and definitions updates, and changes to public‑notice procedures to reflect state code changes.
Staff (Mr. Nafty) said the Planning Commission or City Council must initiate text amendments and that, if initiated, a public hearing will be scheduled. Commissioner (speaker 5) moved that the commission initiate the amendments “in accordance with good zoning practice” and that a public hearing be scheduled; the motion was seconded and passed unanimously. Staff indicated a tentative public hearing date of July 14, 2025.
The initiation motion does not itself change the code; it authorizes staff to prepare and publish detailed amendment language for public review and hearing. The Planning Department will prepare the redlined text, an explanatory staff report and any notices required by state law ahead of the July hearing.
