The City of Fairfax Board of Architectural Review unanimously approved a major certificate of appropriateness on Nov. 19 to allow construction of 13 townhomes at 11006 Park Road (case BAR25-0023).
At a public hearing, city staff (Anna) said the site is designated Commercial Retail within the architectural control overlay district and that the city council had previously approved a rezoning in October 2023 to permit the residential townhome development. "This is a public hearing for 11006 Park Road," Anna said, and described the proposal as 13 townhomes in an L-shaped plan with a playground, two-car garages for each unit, seven visitor parking spaces, rooftop mechanical equipment screened by parapets, and a mix of brick, metal, and hardy plank siding.
Staff told the board the applicant had not started construction because "utility plan requests" remained outstanding and that extensions previously granted for the certificate of appropriateness had expired. "The applicant has not started work due to utility plan requests," Anna said, explaining the delay and that the site plan is close to being closed out with staff.
Emery Zreikoglu, who identified himself for the record as a representative for the applicant, told the board the project had been delayed for years and noted the recent death of the project's attorney, Keith Martin. "We purchased this property more than seven years ago," Zreikoglu said, adding that the team had hoped to begin construction sooner.
Board members asked whether there were any material changes to the previously approved plans and whether recent zoning-ordinance changes might trigger additional special exceptions. Anna replied there were no architectural changes and only "minor movement of shrubs" and utility relocations; she said the proposal remains in general conformance with the plans approved in 2023.
A member moved to approve the request of Anthony S. Pizzo (representing Caglayan Investment Group) for construction of 13 townhomes at 11006 Park Road, case BAR25-0023, subject to conditions including general conformance with the plans and renderings received in September 2023, securing all required zoning approvals and permits before construction, and landscaping subject to urban-forester comments. The motion was seconded and passed unanimously.
What the board approved is a major certificate of appropriateness that will allow the developer to proceed to obtain zoning approvals and permits required for construction. Staff emphasized the landscaping plan remains subject to change based on the urban forester's review.
