City reviews 441 South Potomac as candidate for competitive negotiated sale; staff to check possible city uses before listing
Summary
Staff reviewed the city-owned property at 441 South Potomac Street (0.65 acres, acquired from Columbia Gas in 2024) and recommended adding it to the competitive negotiated sale list while advising staff to first check whether the city has a public use for the parcel (parking or other municipal needs).

City staff presented a review of 441 South Potomac Street during the Feb. 3 work session and recommended considering the property for the competitive negotiated sale (CNS) program that facilitates return of city-owned parcels to private redevelopment.
Staff said the parcel was purchased from Columbia Gas in 2024, is about 0.65 acres, and appears in the meeting packet as 'partials 1 and 3.' The CNS process allows the city to solicit applications for redevelopment and to decline proposals that do not meet the council's objectives. Council members asked whether the city should first evaluate whether the parcel has an internal purpose such as public parking or other municipal needs; staff reminded the body that being listed does not obligate the city to accept any application.
Council directed staff to check with public works and engineering about whether the city should retain the parcel for parking or other municipal use before advancing a listing. No motion to finalize a sale or to formally add the parcel to a CNS list was taken at the meeting; staff will return with recommendations.
Next steps: staff to evaluate potential city uses and return with a recommendation on whether to add 441 South Potomac Street to the CNS listing for sale and redevelopment.
