Town Center Park: finance update shows $1.2M committed, staff proposes donor garden and restroom work for $150,000 grant

City finance director Jay Harris presented first-quarter parks fund figures and an update on Town Center Park, telling the park board the "beginning restricted fund balance for the fiscal year is roughly 1,500,000" and that $1,200,000 of that has already been committed to Town Center Park under a September 2024 agreement between council and the park board.
Harris said the Town Center Park account has generated interest and that, taken together with bond proceeds allocated to the project, the overages will be covered by interest and other park funding. He reported that the overall Town Center Park project has spent about $10.6 million so far and has a remaining balance of roughly $3.4 million.
Separately, staff presented a directed appropriation from the 89th Texas Legislature — a $150,000 award designated specifically for Town Center Park. Chelsea said the city needs to submit project scope and a resolution to the administering agency to secure the funds and proposed two candidate uses: a donor recognition garden (design-level estimate $65,000–$70,000) and a restroom renovation/expansion that would add one stall in each restroom and update fixtures (estimate $76,000). Chelsea said this directed appropriation does not require a local match.
Harris also noted a $200,000 donation that is committed to pickleball courts and a pavilion within Town Center Park.
Next steps: staff will prepare a formal acceptance package and a city council resolution for the directed grant, return to the board with final designs and scopes for the selected projects, and present updated cost estimates where needed.
