COPTA approves sole-source pylon contract and multiple contract amendments

At its December meeting the Central Oklahoma Transportation and Parking Authority approved a set of procurement and contract actions: a sole-source purchase agreement with Dimensional Innovations LLC for informational pylons used on OKC streetcar and Rapid Northwest platforms, a contract decrease for Manhattan Road & Bridge Incorporated on the First American Museum Riverboat Landing project, and an increase to a Terra Construction LLC contract for parking garage repair work.

Dimensional Innovations: Staff explained Dimensional Innovations LLC (Kansas City) is the proprietary manufacturer, developer and supplier of the informational pylons used on streetcar and Rapid Northwest platforms and recommended continuing a sole-source arrangement. The board approved the resolution authorizing a sole-source purchase agreement with an estimated annual cost of $155,000 for the period 12/05/2025–12/04/2026. Staff emphasized that replacement of internal equipment within pylons would follow city procurement policies.

Manhattan Road & Bridge: The board approved amendment number 2 and change order number 4 for Manhattan Road & Bridge Incorporated for the First American Museum Riverboat Landing, reporting an overall contract decrease of $133,228.92 retroactive to Oct. 27, 2025. Staff said earlier change orders that added handrails and seating were no longer required; added items (dock tie-downs, rub rails) offset some savings.

Terra Construction: The board also approved change order number 4 and amendment number 3 for Terra Construction LLC on an Embark parking garage inspection and repair project, increasing the contract by $192,662.12. Staff described additional deep concrete repairs (about 320 square feet) discovered during removal work that required substantial deck-slab repairs and replacement of tension cables and rebar in some areas.
