The Oklahoma City Economic Development Trust on Nov. 18 approved an interlocal agreement among Oklahoma City, the Economic Development Trust, the City of Yukon and the Yukon Municipal Authority to set conditions for annexing and de‑annexing several parcels.
Trustee Mister Sutil walked trustees through three distinct property groups covered by the agreement. The CE Page parcel — roughly 150 acres west of Gregory Road and south of Interstate 40 — is currently within Yukon city limits; the agreement calls for Yukon to de‑annex that property and for Oklahoma City to subsequently annex it following a multi‑step legal process and a 150‑day implementation window. Under the proposal, the CE Page parcel would have no post‑annexation restrictions if it becomes part of Oklahoma City.
A second parcel near Frisco Road north of I‑40 — previously de‑annexed under a 2015 agreement amended in 2023 — would remain in Yukon, but the trust discussed lifting a previous revenue‑sharing obligation (50/50 for 15 years) while retaining a restriction that would bar retail developments of 125,000 square feet or greater. Finally, two smaller parcels on Yukon Parkway adjacent to Yukon High School (about 20 total acres, roughly split north and south of Old Highway 4) would be de‑annexed from Oklahoma City and annexed by Yukon; those parcels would carry no restrictions under the agreement.
Mister Sutil said the city council had deferred consideration that morning for two weeks so council members could resolve additional questions about ward impacts and other details; trustees nevertheless moved, seconded and approved the agreement in this meeting. The agreement requires subsequent legal and council actions in both cities before any annexations or de‑annexations become effective.
