Planning Commission recommends event‑venue PUD with limits on quiet hours and short‑term rentals

The Planning Commission on Nov. 13 recommended approval of a PUD to allow a large on‑site barn to operate as an event venue and to permit a short‑term rental use unit, subject to several technical evaluations and new conditions to address neighborhood concerns.

Applicant David Box said the site’s existing house and barn make it well suited for weddings, charity events and corporate retreats. "We think it's ideally suited for weddings because you have the ability through the home that's on‑site to have the wedding party there the day of, the night of," Box said during the hearing.

Neighbors warned about traffic impacts along SE 74th Street—especially given planned closures nearby—and about increased noise. Elizabeth Pearl said diverted traffic would funnel down Post and SE 74th, and another nearby resident described frequent road‑work and narrow shoulders that limit parking or on‑street accommodations.

After discussion, commissioners agreed on a set of technical evaluations limiting large spectator uses to the area and facilities constructed as of the PUD approval date, and modifying quiet hours. The adopted conditions read in the record included a quiet‑hours TE that narrows hours for events (Sunday–Thursday 11 a.m.–8 p.m.; Friday and Saturday midnight–8 p.m. as clarified on the record) and a TE restricting spectator/sports/entertainment general use units to facilities in place on the PUD approval date.

Commissioner Privett moved to recommend the PUD to City Council subject to the TEs and the additional quiet‑hours and use‑limit modifications. The motion passed by voice vote. The recommendation advances to City Council for final action; staff and the applicant acknowledged they would refine the TE language for council submittal.
