The Oklahoma City Planning Commission on Oct. 23 voted to recommend approval of a comprehensive-plan amendment (CPA 20 25 07) and the related PED/PUD for 200 South Richland Road, but only after adding technical evaluations to limit density and preserve routes for future public sewer.
Staff planner Banerri Mojico Ortiz told commissioners the site sits outside current city water and sewer service, lies within the Shell Creek watershed that staff described as "impaired" for elevated E. coli levels, and poses topographic and emergency-response constraints. "Assigning a rural medium designation at this location could create discontinuity," Banerri Mojico Ortiz said, cautioning that the change could "undermine the coordinated and efficient extension of urban services." The staff recommendation was to deny the CPA.
