Colin Fleck presents 65% drawings and exhibition strategy for Clara Luper Civil Rights Center

Colin Fleck of Bacchus Payne Architects presented the 65% design and exhibition strategy for the Clara Luper Civil Rights Center at the Oct. 2 MAPS 4 Citizens Advisory Board meeting. He said the project site sits just north of 23rd and Martin Luther King Avenue with a proposed building footprint of about 17,600 square feet and roughly 117 parking spaces.
"We just submitted 65% drawings on this project," Fleck said, and he described the project’s core program elements: Freedom Hall (a dividable anchor event space), a pre-function gallery with interpretive storytelling, classrooms and community spaces, and a long gallery hall that will connect to future additions. Fleck said the team has engaged Gallagher & Associates to develop museum-quality exhibit storytelling while the Freedom Center curates local oral histories and artifacts.
Fleck said the project is "a hair under our fixed limit of construction" after an infusion of funds from property-acquisition surplus and a potential TIF request that could add about $500,000 to the area. He described a set of alternates focused on ceiling finishes and technical upgrades and noted work with OG&E on moving power lines in the project area.
Fleck told the board the next design milestone is a 100% concept in mid-October and that final plans will be brought back to the subcommittee, Citizens Advisory Board and City Council for approval in early 2026. No council vote occurred at this meeting.
