Jack Joyner of JHBR Architects told the MAPS 4 Citizens Advisory Board on Oct. 2 that the Henrietta B. Foster Center will be a complete interior and exterior remodel of the existing 1951 building into an entrepreneur and small-business center. Joyner said the project preserves historic gym features and flooring while adding maker spaces, a podcast studio, shared workspaces and three street-facing retail pods for market-testing small businesses.
"Right now, our probable cost estimate is $11,185,346," Joyner said, and he presented a schedule that includes final plans, a Nov. 19 bid advertisement, bid receipt on Dec. 10, and substantial completion projected around April 2027. He noted an early demolition phase and listed alternates including systems furniture and commercial kitchen equipment that staff may pursue if budget allows.
Joyner described circulation changes to improve parking access: the main entrance will be flipped to the south to align with new parking, and the scheme includes multiple outdoor gathering spaces for learning, community events and food trucks. He said the team is coordinating mural and public-art work with OKC Arts and the project consortium.
Board members asked about adjacent properties and a basement boiler. Joyner said one nearby building is privately owned and another is a church that will remain in place, and he described the boiler as an optional demolition alternate that is not critical to building function.
The board received the update; no final action on bidding or award was taken at the meeting. The Citizens Advisory Board will see the project again in January 2026 before City Council consideration in mid-January.
