The Planning Commission recommended approval of PUD 20‑81 on Sept. 25 despite substantial neighborhood opposition centered on traffic, access and safety at the Morgan Road–Hefner corridor.
Applicant David Box changed the proposal to remove truck‑stop and multifamily uses from some tracts and agreed to several concessions, including a requirement for a 6–8 foot masonry wall along the project’s south boundary to separate the development from adjacent residential properties. Neighbors described existing congestion near Morgan Road, the difficulty of turning onto Northwest Expressway during school hours, and concerns about emergency vehicle access. ‘‘If they can’t get through because there’s so much traffic because of development, what child will die?’’ said Peggy Trocki, a long‑time resident.
Commissioners acknowledged those concerns and noted planned city improvements (bond‑funded widening and turn‑lane additions) but said the legal and practical mechanism is to allow development and use the resulting impact fees to fund capacity work. After discussion the commission voted unanimously to recommend the PUD to City Council, with the additional masonry wall TE and a prohibition on access to Heffner in the application.
The item will go to Council for final action; neighbors were urged to communicate with their council member during the 6–8 week interval.
