The State and Planning Commission voted Jan. 26 to approve a site‑plan review for two duplexes (four units) proposed at 1100 East Santiam Street, adopting the staff draft order and conditions addressing stormwater, access alignment and frontage improvements.
Staff described multiple areas that require conditions before development: stormwater documentation and final reports, driveway location and access alignment to avoid direct opposing driveways, required frontage improvements and potential right‑of‑way dedications along a designated collector, parking and bicycle facilities, and verification of multifamily design and landscape details. "With these conditions in place, staff finds the application can meet the approval criteria," staff said.
Mark Grama of Multitech Engineering, representing the applicant, said the existing house on the lot will be demolished and duplexes constructed on the side and that the team is prepared to address conditions. "We also did provide the city with a plumber stormwater report addressing stormwater for this project," Grama said, and agreed to the staff conditions.
After public and staff discussion, the commission closed the hearing, moved, seconded and approved the application and adopted the draft order. The approval is for site‑plan review only; the applicant must satisfy conditions at the permit and subdivision stages and obtain required permits before construction begins.
