The State and Planning Commission on Jan. 26 approved a site‑plan review for a triplex proposed on West Ida Street, adopting staff recommendations to address parking, driveway design and landscaping before building permits are issued.
Staff told the commission the application largely met site‑plan criteria but required conditions to ensure code compliance. "Staff finds that majority of the applicant criteria has been met," the staff report said, and recommended approval with conditions including submission of peak‑hour trip‑generation information or a waiver from the public works director; provision of one ADA‑accessible parking stall; revision of driveway paving to meet a 16‑foot paved width with 20 feet clear (the submitted plan showed a 12‑foot paved width); 40 square feet of private open space patios for ground‑floor units; and landscaping with irrigation and minimum 24‑inch plantings at installation.
Applicant Ross Boxler, representing Cardboard Box LLC, joined the hearing by Zoom and said the project team would work with staff during the permit review to address the listed items. "Our intent is to work directly with Jennifer in public works during the building permit phase to address those items," Boxler said, asking the commission to adopt the staff report and draft order without further review.
Commissioners asked practical questions about garage use and on‑site parking; staff reiterated that garages can be counted toward minimum parking but that tenants are responsible for complying with the parking plan. After closing the hearing, the commission moved, seconded and approved the draft order adopting the recommended conditions. Chair Larry McKinley noted the decision may be appealed to city council within 14 days of the mailing of the notice of decision.
The approval covers site‑plan review only; the applicant must satisfy the listed conditions during permitting and obtain required building permits before construction proceeds.
