PHARR โ The Pharr Planning and Zoning Commission voted unanimously to recommend final plat approval for the proposed Pharr Trade Center subdivision, a 54.66-acre tract planned for warehouse use in the 400 block of East Highline Road.
Martinez, city planner for Pharr, told commissioners the applicant, Zuko Family Limited Partnership (represented by an associate of Andrei Soniga), requested final plat approval for a 54.66-acre tract comprising Lots 371 and 372 of the Kelly Forest Subdivision. "The property is legally described as being a 54.66 acre tract of land more or less out of Lots 371 and 372 Kelly Forest Subdivision," Martinez said, adding the site is currently zoned Limited Industrial (LI) and designated for industrial use in the land-use plan.
Development Services recommended approval, Martinez said, and noted there were no variance requests. He identified adjacent zoning as Agricultural/Open Space to the north and west and Heavy Industrial to the east and south, and summarized the proposed use as a warehouse. Martinez also stated the matter will be presented to the City Commission on Feb. 17, 2026, at 4 p.m.
Commissioners moved and seconded a voice vote after no board discussion. The chair called the vote and the motion carried by voice; individual roll-call votes were not recorded in the transcript.
Earlier on the agenda, the commission approved minutes from the Jan. 22, 2026 regular meeting and excused a noted absence; no members of the public signed up for comment. The meeting adjourned following routine announcements.
The City Commission is scheduled to consider the final plat on Feb. 17, 2026. Any official action by the City Commission will determine final approval and any subsequent conditions or permits required for development.
