The committee reconsidered RS20261783, a memorializing resolution requesting that the Civil Service Commission update rules governing the filing and resolution of employee filings. Legal counsel advised that rescinding committee action would require a two-thirds committee vote; the committee voted to allow reconsideration for further discussion.
Metro HR Director Shannon Hall told the committee the resolution’s language seemed to conflate two distinct Civil Service terms and processes — "employee grievances" and "employee complaints" — and recommended the resolution be amended to reference the employee complaint process (Chapter 3 of the Civil Service Rules). Shannon Hall said the resolution “wasn't necessarily discussed with us,” and worried the recitals could refer to the wrong defined process.
Sponsor Council Member Stiles said the intention is to ensure that people filing complaints have a clear filing trail and a receipt, and offered to work on language changes. After discussion, committee members moved and seconded a one-meeting deferral to allow the sponsor to clarify the language; the committee approved the deferral by voice vote.
