Commissioners approve $300,000 for highway equipment, award $1.128M paving contract and back rejuvenation treatment request

Donna Lincoln of the county highway department asked for and received approval to appropriate $300,000 for equipment purchases — three single-axle dump trucks and an excavator — following a motion and voice vote. Commissioners asked that the appropriation align with the department’s existing equipment-rotation schedule.
Engineer Levi Leppard recommended awarding the Community Crossing 26-01 paving contract to C & R Construction in the amount of $1,128,050.75. County attorney review was complete, and commissioners approved the contract by motion so INDOT could issue purchase-order paperwork and transfer funds.
Leppard also briefed the board on a proposed rejuvenating surface treatment (ReguTech/Tricore product) intended to extend pavement life on roughly 16 miles at a proposed cost of about $228,870. He described independent lab tests and lifecycle analysis that, he said, show a lower per-mile annualized cost versus full repaving. Commissioners gave the engineer permission to present the funding request to county council.
The board approved a housekeeping addendum to a road-use agreement with a solar company to update contact information after an ownership change. Commissioners also approved St. Patrick’s Day event road closures and praised snow-removal crews for recent operations.
What happens next: Staff will forward the C & R Construction contract and the equipment appropriation to the appropriate fiscal offices for processing; the engineer will prepare a county-council request for the rejuvenation treatment.
