Megan presented Keystone Central School District’s 2026–2029 comprehensive plan at the work session and asked the board to approve posting the plan for the required 28-day public review period before the district submits it to the Pennsylvania Department of Education.
Megan said the plan follows the state-provided template and is the product of a committee including parents, board members, teachers, administrators and community members who met multiple times beginning in October. The group identified district strengths and areas for improvement and landed on three priority goals: implement a high-school career-pathways model to expand students’ course and postsecondary options; reduce major behavioral referrals by 10% over three years using multi-tiered systems of support (MTSS); and increase median student-growth percentiles in English language arts and math by 10% through MTSS and additional supports.
Megan said the district will post the comprehensive plan and related career-technical education (CTE) plan for public review on the district website and accept feedback for 28 days; the district must submit the finalized plan to the state by March 31.
Board members asked questions about connections to attendance, professional development to support the plan and the state’s requirement that the board appoint parent, community and business representatives to review the professional-development plan that follows the comprehensive plan. Megan said staff will return with the recommended board appointments and that the professional-development review group is a distinct, board-appointed panel required by the state.
Next steps: the board agreed to place the comprehensive plan on the public-review agenda and to consider the professional-development review appointments in a future meeting before final submission to PDE.
