Board adopts instructional‑materials policy after rejecting amendment that would have given board direct selection of parent committee members

On its second and final reading the Davis School District board adopted policy 4I‑200, the district’s procedures governing instructional materials adoption, acquisition, replacement, disposal and appeals.

Miss Stevenson moved adoption of the policy as presented. Miss Tanner proposed an amendment to add language (referenced as 2.2.0.3 in the discussion) requiring five parents selected by the board to be standing members of the instructional materials adoption committee representing north, south, west, east and central areas. Tanner argued the change would ‘‘share that power between the district staff and the school board’’ and increase transparency by having board‑selected parent members who would serve one‑ to two‑year terms.

Several board members opposed the amendment as too prescriptive. Miss Mumford and others noted the current administrative procedures already seek geographic diversity through an application process and cautioned that naming standing parent members could reduce ad hoc participation and invite lobbying. A legal/staff recommendation noted that amending a single section would require revising multiple cross‑references in the policy.

The amendment failed on a voice vote. The board then approved policy 4I‑200 on second and final reading by voice vote.

Board members indicated the procedures manual would continue to be used for operational details such as committee composition and that parents would still be involved under the existing application process.
