Board approves Hogan & Associates GMPs for Clearfield and Layton high school projects

The Davis County School District board on Feb. 7 approved guaranteed maximum prices (GMPs) with Hogan & Associates to begin major renovations at two high schools. The board voted unanimously to approve a $31,985,864 GMP for a phase 1 project at Clearfield High School that will build a standalone career and technical education center, and separately approved a $32,907,118 GMP for an addition and remodel at Layton High School.

District construction director Craig Carter presented both bids and described the Clearfield project as a multi-phase rebuild that will begin with a central CTE building to house welding, shop and other CTE programs. Carter said later phases will be funded from later bonds. On Layton, Carter said the work is primarily classroom additions to respond to continuing growth; some performing-arts elements were value-engineered out of the package.

Board members asked questions about phasing and program content before making motions to approve each GMP. The motions passed by voice vote with no recorded roll-call tallies. The approvals allow staff to proceed with contract execution and preconstruction steps; Carter said the firms had run competitive solicitations and adjusted numbers to arrive at the GMPs.

The district has other bond-funded remodels and rebuilds in progress or planned, including auditorium and campus work at multiple sites; these two awards represent authorized spending on projects included in the district's capital program.

No members of the public spoke during this portion of the meeting, and the board then moved on to Head Start and workshop items.
