Board approves cost-share with Clearfield City to reopen Freeport access

The Davis County School District board on June 18 approved a cost-share agreement with Clearfield City to construct a road providing direct access from the districts Freeport compound to a relocated light on Antelope Drive.
Mr. Carter told the board the project came in at $970,079. "The cost to do that came in at $970,079," he said, and explained the county will contribute $488,793.04, with the district's portion projected at $240,642.98. Carter said the city will own the road and would be responsible for future maintenance unless the district and city agree otherwise.
The motion to approve the cost-share agreement was made by Ms. Barber and seconded by Ms. Gerard. The board voted to approve the agreement; the motion carried unanimously.
Why it matters: The current configuration of the Antelope Drive light moved the signal approximately 200 yards from the Freeport entrance, creating safety and circulation issues for buses that previously had been able to turn left more easily. The engineering and cost-sharing plan aims to restore safer, direct access for district vehicles.
What happens next: Mr. Carter said the city will determine final costs and invoice the district; if costs exceed the exhibit budget by more than 10 percent, the city will notify the district and any increase above that threshold would come back to the board for approval as a separate item. The board approved the agreement and asked staff to process the document with the city.
