Council approves fund transfers, vehicle and server purchases, and grant application; authorizes pavement bids

Bryan City Council approved several ordinances and resolutions at its Feb. 2 meeting, moving a package of routine financial and procurement items forward.
Ordinance 6-2026 authorized transfers totaling $4,000,005.75 among multiple city funds, including the 1% income-tax fund, general fund, street fund, fire department fund, police & fire building debt retirement fund, capital improvement and utility reserve funds. The clerk read the transfers on the record and council suspended the rules and approved the ordinance by roll-call vote.
Ordinance 7-2026 authorized the mayor to approve a purchase order to Salkin International for a 2027 International cab/chassis for the Street Department through a cooperative purchasing program cited on the record (ORC 5513.01(b) as spoken). Staff said the chassis purchase is budgeted to replace a mid-1990s dump truck and discussed lead times for the full vehicle and separate procurement of the bed/plow assembly. Council suspended rules and approved the purchase.
Ordinance 8-2026 authorized a purchase order to GovConnection for a server system for the Bryan Police Department through the State of Ohio purchasing program; staff said the server upgrade had been discussed during the city budget process. Council suspended rules and approved that purchase.
Resolution 13-2026 authorized the police chief to apply for a Norfolk Southern "Safety First" grant for first responders; staff noted eligibility is typically limited to agencies within roughly 30 miles of a Norfolk Southern main line and recommended pursuing the funding. Council approved the application.
Resolution 14-2026 authorized the clerk-treasurer to advertise for bids for a concrete pavement replacement project (PID 122827, US‑127 project). Staff said ODOT will cover a 300-foot strip adjacent to the city and summarized the most recent engineer’s estimate and the city’s hoped-for share if bids align with the estimate. Council suspended rules and authorized advertising for bids.
All procurement and transfer votes were approved by roll call with the council members recorded on the record as voting in favor.
