Pat, reading the ordinance on the record, presented proposed monthly rates for 2026 and comparisons with nearby jurisdictions: for residential customers, Bryan’s proposed 2026 rate was read as $34.96; staff said Edgerton’s current rate is $30.78 (noting a planned wastewater project that will increase that rate), Montpelier’s $39.85, Archibald’s $40.46 and Napoleon’s $72.99. For commercial and industrial classes, staff provided per-class proposals and cited similar regional comparisons to show Bryan’s rates remain lower than many peers.
Council discussion focused on the justification for the increases and a request from council members for printed copies of the rate comparison. Counsel explained the ordinance language had been adjusted to correct a prior naming error and to include explicit terms about construction impact near areas with cement work tied to an easement under review.
No formal final vote on ordinance adoption was recorded at the meeting; the matter proceeded as a second reading with staff offering to distribute detailed rate sheets to council members after the session. The council may consider final action at a future meeting after members have the written comparison and additional documentation.
