County staff seeks direction on Eastern Summit County general plan update; commissioners emphasize water, density and housing

Staff led a work session on Feb. 5 to solicit commissioner direction on a draft update of the Eastern Summit County general plan. Osman (staff) said the draft compiles input from 2024 countywide planning, recent open houses and stakeholder outreach and that the document is an initial, incomplete draft intended for iterative review.
"We have a big old pile of information and potential policies and goals and objectives that we put into a plan," Osman said, asking commissioners for high‑level guidance before staff finalizes chapter drafts. Staff said they plan to bring sections to most upcoming meetings to keep momentum and will reorganize lengthy narrative (for example the water element) into charts and appendices to improve readability.
Commissioners recommended the plan include a concise community profile and visual maps so nonlocal readers (for example, state legislators or visitors to the document) can immediately grasp Eastern Summit County's scale and constraints. One commissioner emphasized transit limitations on the eastern side, noting some areas have only three daily round‑trip buses while other towns have no service, and urged maps showing distances and transit availability.
Water and density dominated the exchange. Several commissioners urged stronger general‑plan language and a future land‑use map to guide decisions on large subdivisions and prevent proposals that would outstrip local water resources; staff said the future land‑use map does not yet exist for Eastern Summit County and that an interactive web session to develop future land‑use maps will be scheduled (date not specified in the transcript).
