Summit County Board advances update to health code, opens 30‑day public comment on body‑art and environmental provisions

The Summit County Board of Health voted on Feb. 2 to begin a 30-day public comment period for proposed revisions to the Summit County Code of Health (chapter 15), primarily to align county language with updates to state rules governing facility sanitation, body-art operations and other environmental-health standards.

Environmental health staff presented redlines showing largely editorial and alignment changes to reflect state rule updates (referenced in the meeting as R392-701 and R392-series language). Staff said many provisions were struck because the state code now covers them; legal counsel and local environmental health staff reviewed the changes to avoid regulatory gaps.

Board members asked whether any local requirements would be relaxed and whether operator/technician permit language would be lost; staff and county legal counsel said the updated references preserve protections and some state rules are now stricter than the county's 2018 code. Staff described a 30-day public comment process, said they would collect emailed feedback at health@summitcountyutah.gov, summarize public feedback for the board and schedule a public hearing at the April meeting.

The board moved and seconded a motion to initiate the 30-day comment period, and the motion carried with vocal approval. Staff said the code changes will return to the board with a consolidated public-comment summary and recommended edits.
