Commissioners approve agenda, hear financial reports and note CYS leadership changes

READING, Pa. — The Berks County Board of Commissioners on Oct. 3 approved the meeting agenda by voice vote, received routine financial reports from the treasurer and controller, and acknowledged personnel changes in the department of Children & Youth Services (CYS).

Commissioner Dante Santoni moved to approve the agenda "as presented"; the motion was seconded and carried by voice vote. Earlier, the chair said the Sept. 26 meeting minutes "stand approved as presented" after no corrections were offered.

County Treasurer Mitch Darkort reported an opening balance of $257,120,497.42 and a clearing balance of $3,031,866.47, leaving available funds of about $254,088,000.69. Controller Joe Rutterow reported accounts payable of $7,135,229.38 for the week ending Oct. 3 and noted an interim payroll figure that was lower than normal; he also said the 2023 comprehensive financial report and single audit are posted on the controller’s website.

Deputy Chief Operations Officer Larry Medallia acknowledged the retirement of CYS administrator Brandy Neider after more than 30 years of service; her last day was stated as Tuesday, Oct. 8. The meeting record lists interim CYS appointments (Barbara Jakubic, Elizabeth Monnick, and Kelsey Glass) and other HR items presented for action on the agenda, including several promotions across departments.
