TROTWOOD-MADISON CITY — Superintendent Howard told the board on Feb. 5 that the district faces fiscal pressure and that leadership must consider tough decisions to stop deficit spending; he opened initial discussions about whether to pursue a levy and described roughly $7,000 identified in a levy committee account that could help start a campaign.
Howard said he has been in contact with longtime levy organizer Mr. Oliver, who has managed past campaigns and provided documentation confirming the committee’s bank balance and standing with the board of elections. Treasurer staff clarified that campaign funds are separate from district funds and that any transfer of campaign management would require sign‑offs at the bank.
On academics, the superintendent reported a senior class count of 239 across district high‑school programs. He said 11 seniors had already met graduation requirements, 116 needed two to five credits, 25 were working on diploma seals, 14 needed a single required course, and 73 were being supported through alternative pathways. Staff will deploy credit recovery and targeted summer programs to reduce those numbers over time.
Howard also introduced an early-stage initiative the administration calls a pathway to 100% student success, modeled on the 'portrait of a graduate' concept: the district will define expected outcomes for students, teachers, parents and the community and align that work with the strategic plan.
What’s next: District staff will continue fiscal planning, discuss levy logistics and report back with more-developed proposals; administrators will refine interventions to raise graduation outcomes and present recommendations to the board.
