The Greenwood County Council authorized the county manager to negotiate a preconstruction contract with KeyWitt to serve as construction manager at risk (CMAR) for the county’s auxiliary spillway/fuse plug project.
Councilmember Rhett Templeton summarized a competitive procurement process that included interviews of four firms and said KeyWitt was the recommended firm because of relevant experience and value‑engineering capabilities. Councilmembers noted KeyWitt worked on the Conestee Dam project and praised that firm’s performance on a comparable, large project that came in under budget and ahead of schedule.
A motion to proceed with negotiations carried by unanimous voice vote as announced by the chairman; the motion was offered by Mister Pruitt and seconded by Miss Bishop. Council instructed the county manager to negotiate terms for preconstruction services, and staff will return with contract terms before final execution.
What happens next: county staff will negotiate the preconstruction agreement with KeyWitt and report back to council for final contract approval.
