St. Clair Shores adopts Macomb County/FEMA hazard mitigation plan to preserve grant eligibility

The St. Clair Shores City Council unanimously adopted the Macomb County Hazard Mitigation Plan 2025–2030 on Feb. 2, approving a county-prepared document the city must adopt to remain eligible for federal mitigation grants.
Chief Quiper, the city’s emergency management liaison, told the council the county compiled the 355-page plan and that the council’s resolution is needed for the municipality to be officially covered under the county’s FEMA hazard mitigation plan. "What we need is a resolution from the council to officially adopt in Saint Clair Shores this county emergency management hazard mitigation plan for the next 5 years," he said.
Council members questioned public access and local specifics during a follow-up discussion. Councilmember Rebello said he would not read the entire document and asked how the city will share it with residents; Chief Quiper said the plan will be available via quick links on the county website and that the city can post links on its social media channels. The plan’s adoption also preserves eligibility for FEMA and other federal grants tied to mitigation planning.
Officials said the plan was compiled from a multi-year planning process that included municipal liaisons and community stakeholders and that FEMA and the Michigan State Police Emergency Management and Homeland Security Division had reviewed it. Staff noted that much of the appendix is administrative and can be updated by the county if local project lists or costs change.
A councilmember raised several typographical and formatting issues in the county’s form resolution; staff confirmed the city can make corrections to wording or punctuation prior to posting the adopted document. A councilmember (recorded in the transcript as "Eric") moved to adopt the county hazard mitigation plan by resolution; the motion carried 7–0.
The council’s vote places St. Clair Shores under the Macomb County Hazard Mitigation Plan for 2025–2030 and retains the city’s eligibility for federal mitigation funding for projects that may include stormwater, evacuation planning and other hazard-related activities.
